All raw data originates from FEC.gov (filings, schedules, administrative fines, Matters Under Review) via the OpenFEC API. pac.fail adds deterministic compliance findings (date math against statutory deadlines) and cross-referencing. Findings carry a source field: fec_enforcement (Commission record), deterministic (computed), or ai (unconfirmed pattern flag).
